Board of Directors

The Rock Harbor Property Owners Association was created to operate and maintain Rock Harbor, a Norris Lake-access residential mountain community in East Tennessee. It is governed by a member-elected Board of Directors, who must follow the Association’s internal rules which are set forth in its governing documents. The governing documents include bylaws, articles of incorporation, covenants, community plat, guidelines, and/or other Association adopted policies that collectively describe the powers, limits, and obligations of the Association – see POA Documents. The Association’s primary function is to protect and maintain the value of both the private and common property in the community.
